WHY WE NEED TO REFORM EDUCATION IN PGCPS NOW.

 Education a breeding ground for corruption

The Prince Georges’ County Public Schools (PGCPS) unflinching commitment to conduct that antagonizes the rightfully prevailing winds of wisdom and decency ensures a dark chapter in this country’s history of education.

We are optimistic that the injection of new Board leadership will put a long overdue end to that period. While Board of Education chairperson Verjeana Jacobs’ self-resignation would have had considerable value, the community will settle for any end to her reign of terror.

The task of ousting the current Board of Education has been compared with “…scraping a sticky wad of chewing gum from the bottom of one’s shoe.” Like any other corrupt regime, the Board of Education for Prince George’s County, is deeply rooted and plentiful with regard to resources.  The character of the Board of Education makes the task of cleansing its corruption a difficult task.  The said Corruption started earlier with the former superintendent Dr. Andre J. Hornsby, who commanded the regime. It is no surprise that the former superintendent is now incarcerated. Despite the end of the former superintendent, the reigns of corruption were merely continued in light of the appointment of the current Board Chair person Ms. Verjeana Jacobs. Under the leadership of Ms. Verjeana Jacobs and her trusted cohort PGCPS chief legal counsel, Dr. William Hite Jr, labor relations Director James Whattam, Synthia Shilling and other conspirators. The corruption marely intesfied.

Given the seriousness of the regimes’ practices and the policy of the command in protecting themselves and covering up their crimes, Reform Sasscer movement calls for the reforms as articulated in our earlier post in the blog (Here).

Frantic and very Discouraging Endeavor

Corruption-Your-No-Counts-300x149“What gets us furious and terribly frustrated is that these people have spent huge sums of taxpayer money on shenanigans that have little or nothing to do with children or their education.” (Read more) Washington Plaza fiasco. ( Board Retracts Lease for Headquarters) We also have the Board of Education’s endorsement of sex molesters, some of whom coincidentally are colleagues of Ms. Verjeana Jacobs.  A previous Board member was caught molesting children within the school system. The pimps of the Prince George’s County school system, which include athletic coaches and others, that Prey on young children manage to evade proper scrutiny directly as a result of their political affiliations. The union leadership is compromised in all four unions in PGCPS District in order to continue benefitting illegally from the fraud.  There are many cases of this nature some which have been reported in the media this year alone. (Read more) (Read more). The list goes on and includes Bus drivers who appear drunk and involved in the same with full knowledge of the current administration.

We agreed/agree with our teacher friend. “Due process” is a tool that often times is manipulated by public corruption.  Thus, Due process must be identified and harnessed in a fashion that was contemplated by the Constitution, and not private corrupt entities.

At the time of writing this post, Mr. Rushern Baker, our County Executive for Prince George’s County, was poised to appoint the new Board Chairperson, Vice chairperson as well as additional Board members to the Board as a result of Bill HB1107. We are supportive and very confident that the general Assembly in Annapolis did the right thing in making these changes.

The current chair of the Board Ms. Vejearna Jacobs has some atonement to make, for it was egregiously wrong in giving the PGCPS district a clean bill of health when Superintendent Hite was at the helm. The fact that the state agency could not smell even one rotten fish is beyond belief, in light of the pungent odor of corruption emanating from the PGCPS. It is such a disgrace to lead an organization that constructively prides itself on having the most corrupt Unions in the universe and costing the Maryland tax payers lots of money with impunity. The PGCPS situation is not very different in many aspects to Baltimore jail scandal aided by Union politics. The same elements of dirty politics and inadequate response to serious issues have manifested themself in PGCPS (Read more).

But that is another matter, altogether.

The more important question to ask  is this: What is it about our Prince George’s county and its citizens that attracts corruption and criminal enterprises?

At times, it has seemed to us that the raison d’etre of the law enforcement community is to combat corruption in PG County.

Corruption and criminal behavior in public places are as old as the hills. What is striking, however, is that the educational milieu has started playing host to more and more schemers and charlatans in many parts of the United States, starting with PG County, Georgia, El Paso, New Orleans etc.

So, what is it with public education and corruption? Who are the people sitting on school boards and managing multibillion-dollar enterprises? What qualifications do they bring to their jobs, and have they been vetted, at least to a reasonable degree, to ensure that mismatched ambition, mediocrity and opportunism are not opening a back door to malfeasance? The Washington post article on November 4th, 2012 was very clear and correct in their assertions. After the said Washington post article appeared, PG County citizens decided to change directions and elected two more members with college degrees bringing the number to four. An anonymous employee rightfully said that “We deserve board members who are enlightened to educate our kids and manage the money without corruption.”

Everybody knows that PG County schools rank second to none only to Baltimore City schools with regard to having the worst school system. How is it that we can expect children in PG County to succeed when the leadership itself hasn’t even attained the most basic levels of professional education? What kind of leadership can we logically expect from someone who has only a High School Diploma? I’d reconcile that we’d get what we’re getting……subpar schools. “The education field is a very safe place for a crook. It offers excellent sanctuary,” she said. “We expect there to be corruption on Wall Street. We expect bankers and corporate CEOs to be motivated by greed and profit margins.

“But a school District anywhere in the US is like a church. Good things are supposed to happen there. Who would want to suspect a teacher, a principal, a superintendent, a lawyer, Chief Financial officer, Chief Human resources officer , a school-board member of underhanded doings and a Board chair of suspected fraud?

“So, a few ne’er-do-wells hide in the public’s trust and do a lot of damage.”

“What blame, if any, does the public bear?” We asked.

“A lot,” she said. “School-board elections are important ones, and yet, it is like pulling teeth to get people to vote in them. A sleepy County like Prince George’s may be a good place for retirement, but it is a bad place for honest politics.” Just look what Jack Johnson (johnsonjackindictment) and his wife  Leslie Johnson did to the county. She added. In addition, it’s wrong to have communication Director brought in for the sole purpose of covering up the corruption.  This person continues to bad mouth the county’s leadership, while purposely misidentifying the inadequacies of the county.

“You can hood an ass here with reverend purple,” one member in the movement said, borrowing from Ben Jonson.

“Sad, but true,” agreed our teacher friend.

Anytime you introduce the possibility to deviate from the lowest sealed bid, you introduce the opportunity for influence, favoritism, possibly fraud, possibly corruption. The PGCPS status quo of continuous unabated corruption, conmanship, gerrymandering and professional misconduct involving the Sasscer adminstation with the support of the unions and other conspirators etc is not the answer!

TOP PRIORITIES FOR THE INCOMING BOARD OF EDUCATION MEMBERS IN PGCPS AS OF JUNE 1, 2013.

  1. Restore sanity to Prince George’s County Public Schools’ (PGCPS) discourse (Addressing corruption, nepotism and professional misconduct at Sasscer Administration Building).
  2. Evaluate unprofessional relationships between previous Dr. William Hite and various unions representing employees, as well as with some young female Principals.
  3. Review activities of previous Chief Legal Counsel Mr. Roger Thomas and previous Chief Human Resources Officer-Synthia J. Shilling (formerly Deputy Legal Counsel) and current labor      relations Director Mr. James Whattam. These three individuals were solely responsible for the school system incurring millions of dollars of liability.
  4. Create a strong anti-discrimination and harassment policy in PGCPS.  Obey state and federal laws. The PGCPS District system continues to be a willful violator of the laws.
  5. Access certification credentials held by senior management, including Ms. Monica Goldson etc.
  6. Limit the purchasing power of school personnel. Dr. Williams’ unauthorized purchase of school system merchandise demonstrates the necessity of this regulation.
  7. Find ways to address and help reduce high suspension rates throughout the PGCPS District. Suspended students become a problem to the community. There is a close link between the homeless youth in Washington DC and the ones in Maryland.
  8. Closely examine all contracts over $10,000 signed off by Dr. William Hite Jr. and Ms. Verjeana Jacobs, who currently serves as the BOE Chair).
  9. Consider the following points as they impact the entire school District.
  • A.) Implementing stricter campaign finance regulation rules to avoid repeats of the Thatcher Campaign Donations Fiasco.
  • B.) Lobbying the County Council and the County Executive (Rushern Baker) to appoint an Inspector General (IG) to address waste, fraud, and abuse issues for all county agencies at Baker’s Office (including School Board). (These steps are necessary because an I.G. has not been appointed and there are an abundance of attorneys). Yes we can!
  • C.)Enforce the existing Codes of Ethics for all central office employees. Report infractions that go unpunished to MSDE.
  • D.) Reporting all concerns to MSDE.  For the purpose of injecting accountability on the part of State Department with regard to enforcing state laws and policies at the local level.
  • E.) Justifiably inquire about the relationship between Ms. Elizabeth Davis and Tony Liberatore. Credible sources assert that Mr. Liberatore’s wife witnessed intimate kssing between Mr. Liberatore and Ms. Elizabeth Davis at Sasscer.
  • Ms. Davis does EEOC hearings/mediations. In light of her low morals, what are her qualifications and credentials for that role?  What connection did she have with Ms. Synthia Kucner and now with labor relations Director?

10. Consider rules and regulations by federal, state and BOE policies.

  • A.) Abide by state law with regard to Hite’s contract. The state law is on the BOE webpage. see the attached link.
  • B.) Establish more precise criteria for the purpose of acquiring a better leader. Filtering out the unqualified candidates for the purpose of attracting qualified, traditional candidates. The candidates should be diverse and not limited to Broad Group and other such organizations.
  • C.) Elect and select BOE members who will supervise and express the concerns and potential of the governed, rather than fraternize with the Superintendent.
  • D.) Complete THOROUGH background checks, for the purpose of avoiding embarrassment, which includes incidents like Deasy’s questionable doctorate.

11. Close and thorough examination of the personnel appointments

A.) Examine the growing number of personnel in PGCPS, which include Jim Whattam, Esq., and other appointees, who have extensive ties to Prince George’s County Educator Association (PGCEA). Provide fair and impartial review of all unions. An investigation about Mr. James Whattam the previous attorney for MSEA attorney with extensive ties to AFSCME Local 2250 and PGCEA needs to be investigated and exposed.

B.) The serious allegations of misconduct by previous Superintendent Dr. William Hite Jr. and some female employees necessitate investigation. The concerns need to be put directly in writing to the BOE members.  Investigation needs to be launched right away. A Copy needs to be forwarded to Mr. Rod Rosenstein’s office if the BOE does not act. Dr. William Hite Jr. actions proved to be more detrimental to the interests of the community than Dr. Hornsby.

12. Dr. William Hite Jr. should be held accountable for his appointment of less qualified, non-credentialed personnel, in light of the fact that they did not comply with state law. BOE should supervise the future Superintendent and force HR compliance. The record demonstrates that Dr. Hite typically advised the BOE.  That custom was/is unacceptable.

13. Review the following deals:

  • A.)Washington Plaza, lobbyist ties and campaign donations
  • B.) H-1B
  • C.) The 27 administrators currently in arbitration
  • D.) Lack of due process among ALL employees for hearings, terminations, etc under Mr. Roger Thomas, Synthia J. Shilling, and Mr. Jim Whattam
  • E.) OIA number of lawsuits and EEOC complaints. There are a myriad of EEOC complaints.  The excess of complaints has necessitated their distribution to other field offices      throughout the country.
  • F.) Review overlap of Legal Department for attorney duties with regard to waste.
  • G.) The Thatcher contract was a no bid contract, which totally opposed BOE policy. It needs to be cancelled.
  • H.) The $90 million surplus budget left over from Dr. Hornsby’s term has been squandered.
  • I.) A proper investigation needs to be launched ASAP to follow the money trail involving Dr. William Hite Jr., Roger Thomas, Mr. Matthew E. Stanski, Ms. Synthia J. Shilling also known as Ms. Synthia Kucner, and other co-conspirators.

14. Contact state and federal officials (FBI, DOJ) about the broken laws, policies and procedures.

15. Demand information regarding credentials and licensure. The State Department is already doing an audit. Go to Dept of Labor, MSDE, EEOC and any other organizations like NAACP, Casa de Maryland and La Raza about discrimination and hiring.

16. Involve the media. Report any information to Miranda Spivack or Ovetta Wiggins of the Washington Post or NBC4 Prince George’s County Bureau Chief Tracee Wilkins so they may do a story on misappropriation of funds. (After the incident with Dr. Hornsby occurred, BOE policies/procedures were implemented to prevent a reoccurrence. These procedures have yet to be followed.

17. Stop empowering Principals who harbor strong biases and manipulate the system for the purpose of destroying teacher credentials in order to remove teachers who don’t share in their interests and/or beliefs. Test scores rise because of teachers and not because of the principals. Administrators should be receptive helpers and not feared executioners.

18. Implement earned income raises for PGCPS staff. Income raises have not been implemented for the PGCPS staff for a considerable period of time. These teachers work very hard usually without adequate compensation. Compare to Montgomery county public schools (MCPS) and others.

19. Investigate Office of Constituent Services, which acted as a campaign tool for Dr. William Hite.  The Office of Constituent Services continues its services to Dr. William Hite even after his discontinuation with PGCPS.  This office does very little to promote the interests of the PGCPS. The said office was only created to promote William Hite’s personal agenda.  There was an illegitimate disbursement of funding; the Office of Constituent Services’ staff was paid merely for the purpose of neutralizing controversies involving Dr. William Hite. Superintendent William Hite granted several staff members significant raises without justification. In this regard, IT Help Desk and Constituent Services need to be merged to avoid duplication of duties.

20. Investigate IT Department and its relationship with some BOE members connected to fired IT Director Mr. Pierre Dickson. Verify what damage caused by the said Director and his lover Ms. Shanita Anderson.

21. Investigate nepotism involving with Dr. William Hite’s office for the following reasons;

  • A.) The Director of communications Mr. Briant K. Coleman is a close family member to second in command Dr. Coleman Porter.
  • B.) Several Instructional Directors have spouses who are either Principals or administrators within PGCPS.
  • C.) The previous Director was fired to create room for the current Communication Director, who is related to the Deputy Superintendent.
  • D.) Previous Director of Communication was unjustly terminated in pretext for raising a discrimination issue.(see attached ~> Breedon vs PGCPS Bd. of Ed Hite)
  • E.) Investigate, reprimand and or fire the current Director of Communications for disrespecting the County Executive and other stakeholders for being involved and directing  the manufacturing of unnecessary misleading communications while using various tools on the job, including the Washington Post. (See attached PGCPSLies)
  • F.) Investigate Ms. Monica Goldson, Chief Operating Officer (COO). She has several relatives in high level positions beginning at Sasscer – HR and in various schools. As the chief operating officer (COO), she controls millions of dollars and reports that are disbursed to the chief executive officer or the superintendent of schools. She is also responsible for the PGCPS’s day-to-day operating activities, including revenue and sales growth; expense, cost and margin control; and monthly, quarterly and annual financial goal management etc. What did she do for/to Dr. Hite to get the job without qualifications? Why did she suddenly drop her husband and put him through divorce proceedings through the court system for years? See attached Monica-Goldson-Divorce.   Is this part of Dr. Hites “Italian lover” syndrome? This bed hoping love rat needs to be investigated for the countless marriages he has ruined together with others examples, Mr. Pierre Dickson, Shanita Anderson, Union leaders etc.

22. PG County Chapter of NAACP needs to stand firm on its principled and justified stance against discrimination of any form or kind within PGCPS. Sitting on the fence is very uncomfortable and unprincipled. Take a stand and support the county Executive. We need you!

Investigate, investigate and change things immediately.

Where is the Outrage in PGCPS?

There is something sadly skewed with Prince George’s county community’s moral priorities.

We are sure many of you have been following the growing uproar in our blogs which have advocated for several changes in our school system in the last two years.

So many Prince George’s County administrators at Sasscer Administration Building and elsewhere could not possibly get away with such abuse unless many others were complicit in turning a blind eye in various illegal activities,  including sexual abuse of innocent kids. Why do PGCPS leaders tolerate the presence of colleagues who sexually abuse innocent staff, young children and vulnerable adults? Why do people in the pews not rise up and demand that their leaders be held accountable? Where’s the outrage?

Why don’t people at The School District of Philadelphia in Philadelphia demand the resignation of Dr. William Hite Jr, who admittedly kept quiet about staff members involved in sexual related activity and abuse of kids?

Why doesn’t staff at Sasscer Administration Building demand the resignation of Dr. Alvin L. Crawley, about whom there is significant evidence that he knew of a host of problems including sexual abuse of children when he arrived in September 2012? Where’s the outrage?

Where is the outrage when an 8 year old girl is sexually abused and taken advantage of in an environment which is supposed to be safe and conducive for learning?

Where is the outrage when a 13-year-old girl who died four years ago after she was struck by a car while trying to catch a school bus?

Where is the outrage in the wake of the slaying of seven students this school year alone?

Why do so many people act as though staff- sex abuse cover-ups and other criminal activities are no big deal?

We commend the vigilant teacher and the Principal at Glenn Dale Elementary school. Hopefully at the schools PGCPS could implement in the beginning of the school year teachers and students behavior appropriate and inappropriate interactions. And steps they should take if these rules have been violated.

“Politicians, parents, Churches, TV/Radio personalities etc, should respond with righteous outrage and anger at such crimes against innocent staff, children abused by leaders they trust in these schools and offices,” But where is that outrage?

Even now, has anything changed? Have any of those who covered up and kept quiet in the past about the abuse been held accountable? We appreciate the passage of HB 1107 to make proper changes in PGCPS but it might be too little too late for some.

And what about the epicenter of the corruption in PGCPS led by labor relations Director and previous chief legal counsel? Is anyone outraged at the fact that their long-time attorney threatened to sue abused victims even when the abuse was readily substantiated? It certainly doesn’t appear that way, even as these individuals are being caught red handed stealing. Where is the outrage?

The current Prince George’s County Board of Education Chair Verjeana M. Jacobs, has known about these problems for more than six years now and has continued to keep quiet in conspiracy with the corrupt Unions. She was apparently content leaving countless other children and staff at risk. Yet, she is still the Board of Education Chairperson before HB 1107 goes into effect on June 1, 2013. Where’s the outrage?

Where is the outrage when the Director of communications in PGCPS creates false reports to maintain the status quo of the ailing PG County school system in cohort with the current Board chair while abusing the County Executive? (See PGCPSLies) Where’s the outrage?

And what about the fact that a man with a substantiated report of having sexually molested a child was still driving a School Bus, after the fact the school leaders knew of his problems in PGCPS. This is after several leaders had been informed at Sasscer Administrative Building. Those men and women are still in leadership positions including Ms. Monica Goldson the current Chief Operating Officer. Is there any accountability for the willing blindness of PGCPS leaders who leave kids and others in harm’s way for predators? Where is the outrage?

What about the Union leadership and others smooching in the closets in PGCPS schools while refusing to take responsibility for their actions? Where is the outrage?

It is easy enough to look at the perpetrators and say therein lies the problem. But what about all the enablers? What about the many leaders who turn a blind eye like Board of Education Chairperson Verjeana M. Jacobs and allow staff molesters including Union leaders in PGCPS to move on to other schools, offices etc. where they find fresh new prey? Where is the outrage?

Why unions are problematic in PGCPS District.

As much as we would rather not accept it, while unions have done a lot of good and have helped workers avoid exploitation, they also seem to have helped senior administrators including superintendent of schools and other senior administrators within the Prince George’s County Public Schools (PGCPS) in several cases exploit workers. Perhaps it has been a gradual shift over time, with some Unions slowly accumulating more and more power and colluding with management in many cases to abuse employees within PGCPS School District and elsewhere.

Unions in many cases can have the power to impede an organization’s ability to compete and thrive. A school District might be in desperate trouble, yet its unions may be unwilling to bend or compromise in order to help the systems survive. Many school districts around the country are finding themselves left very inflexible when they have Union contracts to abide by which might be good for workers. However, what is happening in PGCPS is driven by pure selfish greed among the Union personnel who are involved in corruption especially within Maryland State Educator Association (MSEA).  The PGCEA attorney involved in the grievance procedure a Mr. Damon Felton from MSEA (Pictured here on the right)  has been acting  in conspiracy with others engaged in corruption with regards to processing Damon_mediumgrievances and other matters. The grievance system in PG county has failed in accomplishing its initial mission and in this scenerio, students and families of Prince George’s County suffer. There is a direct corelation with the mal-practice by the union staff which has led to increasing discontent within the entire school District. This dissatisfaction, if not dealt with appropriately, ends up boiling down to an uncomfortable situation and an unpleasant word called ‘stress.’

“Stress is a normal physiological response to ‘danger’ as perceived by the body or brain. The factors that lead to stress can be self-induced as well as induced by the surroundings. Employee stress shows a direct impact on an organization’s business. While from the business angle it can affect productivity, client service, profits and team work, from the individual’s perspective it can lead to deteriorating morale and self-esteem, low confidence levels, health hassles and a troubled personal life.

In many cases, the Union staff involved in negotiations has been busy lining their own pockets or involved in illicit acts as shown in other areas as well  for example ACE-AFSCME Local 2250, ASASP,  SEIU  and PGCEA Unions to the dismay of many members and the community at large. The Union staff members involved in this activity have been violating their oath of office in several ways. They have been acting in questionable ways including lying, bribing select candidates for the local board office among other issues. (The Board members who are the target of bribery and back door campaign contributions are well-known). These issues need to be addressed or brought to a stop without any further delay within PGCPS School District. The PG County delegation  needs to look into these issues and stop the practice.  If the Unions want to serve and assist, they ought to be accountable or made  to account by various stake holders and they must play by the rules. We cannot afford to have a few elements destroy our democratic institutions for what appears to be purely personal greed driven by malice.

Public life means meeting our shared responsibilities, caring for one another, and building the mutual trust upon which democracy depends. The recommendations below are special cases of these moral principles. They also represent a special case of a general strategy – to restore public life to American democracy which includes Prince George’s County School District.

1. We must return the public to our political system and end the corrupt influence of selfish interests that have abandoned our shared responsibilities. This means public finance of campaigns, strict enforcement of the highest ethical standards in public life, and protection of the sacred right to vote.

2. Our nation has vast national wealth: a huge continental landmass with wealth in minerals, agricultural land, forests, cities, beautiful places, as well as its public wealth, that is, the creative wealth of its educated citizenry and the collective wealth of all its citizens and corporations. We, the public, can put our nation’s vast wealth to use in creating jobs that make the lives of all better: building, educating, curing, and imagining. That is the Dream.

To realize the Dream, we must end the Nightmare.

3. We must turn back the Right’s assault on public and higher education and meet our traditional commitment to education. Our children are tomorrow’s public. The future of democracy depends upon them.

4. We must rebuild our public infrastructure, a fancy term for the necessities we share: roads, bridges, dams, parks, fair grounds, water mains, sewers, and the power grid; public agencies that monitor disease, weather and food safety. Government that works for all of us can and should create jobs that serve us all by rebuilding our shared necessities.

5. We must come together publicly to mutually ensure the health of all America. Health is not a private matter. It is public one.

6. We must protect the prior earnings of American workers set aside in Social Security or private pensions. They have been earned through hard work and discipline. Taking these earnings away is theft, despite the Right’s use of the word “entitlements.”

7. A public of unequal voices is not a democratic public. We need a progressive tax system through which all Americans pay their fair share and a business ethics that fairly rewards those whose work creates productivity and profit.

8. We must put the American individual above abstract corporate entities. We must end “corporate personhood,” which gives transnational corporations a greater voice than individuals in our public deliberations.

9. We must end the move to “privatize” institutions through which we meet our shared responsibilities. When the public is removed, the private sphere takes over, charging more, and often creating unaccountable monopolies that bilk the public. Privatization of the public typically means that most citizens just pay more, often a lot more.

10. Discrimination of all kinds must be overcome. Public life depends upon recognition of our equal humanity.

Reform Sasscer response regarding Synthia Shilling.

This election year, we’ve used the power of grassroots organizing to shape the Prince George’s County debate and make sure voters know that change is needed in Prince George’s County Public Schools (PGCPS) board of Education.  Above all, Reform Sasscer Movement needs to see anyone tied to corruption and in bed with the outgoing  superintendent Dr. William Hite jr. shown the door!  The list starts with previous High School Consortium Director and now Chief Operating Officer aka Ms. Monica Goldson.

The board in charge of Prince George’s County Public Schools (PGCPS) — is dysfunctional, out of control and secretive,  Reform Sasscer Movement contend. They have not addressed publicly the serious issues surrounding the chief Human Resources officer Ms. Synthia J. Shilling in particular and her relationship with Dr. William Hite Jr as well as Monica Goldson among others. “The danger is that the fish rots from the head, and if we don’t get the board of education restored to harmony and effectiveness,  it will be extremely difficult to sustain that excellence in the staff this coming year.” said a concerned parent recently. “We truly want to see the board returned to honesty and integrity.” said one elected official. “We have a system that went off the tracks and things must be changed” She added. That’s why we have to stop them in their tracks by exposing how their policies would affect thousands of students, staff and their families if elected again  and then left unchecked.  We’re organizing “Pink Slip” flyering actions toward this November 2012 election where we’ll hand out Ms. Verjeana Jacobs pink slips to make sure voters and the media tell the truth about the Verjeana Jacobs corruption within the Board of Education and her shenanigans.

The following issues remain in the minds of many concerned citizens of Prince George’s County regarding events surrounding Synthia Shilling and Dr. William Hite Jr. should answer them before he starts his poisoned chalice in Philly.

A.) Dr. William Hite has not condemned Ms. Synthia J. Shilling and others who drunk beer during Business hours at Sasscer adminstrative building and harassed employees in Prince George’s County Schools, thereby openly encouraging senior staff and some BOE members to harass employees. A responsible leader who upholds the rule of law would have quickly condemned those barbaric acts and distanced himself from them. By not doing so, Dr William Hite has now fully associated himself with such acts;

B.) He has not responded to the allegations in the blogs, which are serious and go to the heart of his ability or lack thereof, to lead. The county and the world is still waiting.

C.) By authorising BOE Chairperson Verjeana JacobsChief Legal Counsel Roger Thomas Chief Human Resources Officer Ms. Synthia Shilling and Roslyn Hawkins to attempt to assassinate character of employees by hurling abuse and attempting pseudo and fake psychological analysis on staff rather than dealing with the contents and substance of our information in our blogs, Dr. William Hite has demonstrated the numerous weaknesses and failures catalogued in our blogs.

D.) If or when Thatcher Law firm and others commence retaliation action against Reform Sasscer Movement members, as far as we are concerned, that would be Dr. William Hite Jr doing it. Thacther Law firm is not just Dr. William Hite’s Private lawyers (and money bags and silent nominee in various ventures), the firm is also a self-styled ‘Chief of Staff’. Everything written about Thatcher law firm in the blogs revolves around what the firm did after Dr. William Hite was appointed superintendent of schools and Thatcher law firm started working at Sasscer administrative building. Consequently, as far as we are concerned, in all intents and purposes, Dr. William Hite Jr is Thacher law firm and Thatcher law firm is Dr. William Hite as far as we are concerned.

E.) Some of the issues which concerns most parents, staff, students and lawmakers of which Dr. William Hite Jr never shown interest except cover up are: weak oversight, lax ethics, conflicts of interest, no-bid contracts, a lack of transparency. They “I have serious questions about how the board has conducted itself,” Susan said Friday. “I want the people of the PG County area to know that we don’t agree with what they’ve been doing and students suffer after all.” she added.

F.) The board must address the long list of potential improprieties identified. We plan on going on a County wide Tour to engage PG Citizens one on one  on the most burning issues of the day: unemployment, racism, malfeasance in public office, specifically grand corruption (especially of state and public officers), nepotism and the reemergence of intolerance in PGCPS.  As a county, we must ensure that the Constitution is adhered to in letter and spirit by everyone – leaders and ordinary citizens alike!

G.) Dr. William Hite Jr must be forced to answer all improprieties identified and pay back the money misused on personal issues.  Tax payers must not be left holding the bags. (See the entire list here).

G.) And finally, Briant Coleman’s opinion comment published in the electronic version of  the Washington post newspaper recently cannot be taken to be Dr. William Hite’s. Briant Coleman is NOT Dr. William Hite’s spokesperson; he is supposed to be a ‘a spokes person for the school system’. PG County system has not given Briant Coleman any legal and constitutional authority to act as the superintendent of schools. The op-ed piece is Briant Coleman’s opinion. Therefore, as far as we can see, Dr. William Hite has not spoken on about Ms. Synthia Shilling’s tribulations at all. Subterfuge will not do. This is not what is expected of a Superintendent who wants us to compare him to modern leaders in the first world. He has failed in action and practice.

PGCPS HR Chief Resigns in Disgrace.

By an act of God, Synthia J. Shilling who developed “evil juju sprits and bad karma” after she fired hundreds of employees without cause or under drummed up charges will not be a Human Resources Chief Officer for Prince George’s County Public Schools (PGCPS) anymore. This is because of  immorality, misconduct in office, incompetency, gross insubordination, willful neglect of duty, or being convicted or found guilty of drunk driving hit and run fiasco in Anne Arundel County in May 2012. This should be a lesson to all the bad people out there who only care about themselves while endangering the lives of others.  Many thanks to the Anne Arundel County Police Department for the arrest and prosecution.  Already our priority list drawn by Reform Sasscer movement to address major needs within the county system is taking a life of its own with Dr. William Hite Jr jumping off ship before the new elected Board even takes office in December 2012.

Synthia J. Shilling aka Synthia J. Kucner, Human Resources Chief Officer for Prince George’s County school system (PGCPS) gave notice of her intent to resign to outgoing corrupt Superintendent William Hite on August 1, 2012. Hite knew she had already caught a charge when he hired her and had a virtually unflagging obligation to intervene but failed to protect the PGCPS students, staff and the Community. According to the Washington Post, Shilling was pulled over by Maryland State trooper four years ago for a traffic stop. Shilling was given probation before judgment and fined more than $400 for second-degree assault on a Maryland state trooper at that time. According to police reports, Shilling kicked the state trooper in the face and bloodied his lips after a 2008 traffic stop in Anne Arundel County. She also received probation before judgment for driving while impaired at the time of the incident. Here is the rundown of the incident: A PGCPSMESS for sure! While the state trooper placed Ms. Kucner in the police car, she “pulled her right leg up with her knee near her chest and then kicked, striking the left side of my face” the state trooper wrote.  “The heel of her foot made contact with my upper and lower lip causing both of them to split.” Kucner’s blood alcohol level was 0.16, or twice the legal limit, six hours later at the detention center, according to the report. What we will say is that it sounds like this one CLEARLY is a drunk, an angry drunk who likes to pee on herself.  We are pretty sure most of us would not end up on probation after assaulting a state trooper as well as being left in a $172K job. Is the talent pool in HR so bereft of people that this was the best PGCPS could do? According to the police report, Ms. Synthia Kucner Aka Shilling started to cry after she was caught making false reports by the police. Synthia J. Shilling, is currently scheduled to go to trial Aug. 27 2012 in Anne Arundel County District Court for allegedly leaving the scene of an accident, according to court documents. She is charged with the following six (6) incidents;

  1. FAILURE OF VEH. DRIVER TO STOP AFTER UNATTENDED PROPERTY DAMAGE ACCIDENT.
  2. FAILURE OF VEH. DRIVER IN ACCIDENT TO LOCATE AND NOTIFY OWNER OF UNATTENDED PROPERTY DAMAGE.
  3. FAILURE MOTOR VEH. DRIVER TO FURNISH WRITTEN I.D. INFO. IN UNATTENDED DAMAGED PROPERTY.
  4. NEGLIGENT DRIVING VEHICLE IN CARELESS AND IMPRUDENT MANNER ENDANGERING PROPERTY, LIFE AND PERSON.
  5. RECKLESS DRIVING VEHICLE IN WANTON AND WILLFUL DISREGARD FOR SAFETY OF PERSONS AND PROPERTY.
  6. DIRECTING AND PERMITTING HWY. VEH. OPERATION CONTRARY TO LAW.

Witnesses on the scene of the accident identified Ms. Synthia J. Shilling aka Synthia J. Kucner  as the driver of a white Chrysler Town and Country minivan bearing Maryland registration which had earlier struck a sign at a high speed while she was on drugs. According to police, “I also immediately detected a strong odor of an alcoholic beverage emanating from her breath and person” wrote the police officer.

What’s done in the dark always comes to light. There are so many chiefs and not enough Indians. You’re so fine you blow your own minds. The cutest thing we have ever seen is a baby’s but with cellulite. The saddest thing we have ever read always comes from this county. Prince George’s county (professional gangsters) at your service. “You have to love PG in general. We are a county full of criminals and thugs who elect and appoint criminals, thugs, racists and the inept”, Said one concerned parent in Prince George’s County recently.

All we can say is that, we are glad all these things are coming out in the open slowly but surely in PGCPS right now. It’s very sad to be subject to this capricious system of corruption with a mix of alcohol consumption during the day! In the meantime, everyone is ignoring the elephant in the room, which is the poor behavior and attitudes of too many senior staff members (especially at the Sasscer Administrative building some of whom are close relatives of senior staff), which negatively affecting the achievement of the students in the whole school system.

“Out of control corruption, nepotism and professional misconduct by senior PGCPS staff led by superintendent William Hite who cannot decide priorities combined with an avalanche of misleading rhetoric statements by current PGCPS leadership and violation of various statutes has stifled school system business to the point where improvements, proper investment and proper hiring practices have all but disappeared. We need help from all our elected officials, law enforcement community etc to use their real world experience to free up the hard-working people of Prince George’s County from the implemented barriers that have stalled our educational recovery. Clearly, it’s time to make a change.”

We find it amazing that a superintendent William Hite whose district was fined over five million dollars for being a “willful violator” of our labor laws is going to become the head of Philadelphia School System. As he goes, one of his top administrators is going on trial for committing criminal acts and another is facing a divorce for infidelity during business hours. The children of Prince Gorge’s County are not doing well academically. Looking at its educational leaders we can see why the students are failing. This is what we have been saying all along while calling for reforms, innovation and transformations in PGCPS.  Hopefully God will help the students in Philadelphia. They need a moral leader to run their schools and they are getting a man who is running from a troubled situation, from a system that seems to be morally dead. Good luck!

Misfortune follows incompetent previous IT director.

 Tough luck follows incompetency after former bully director is fired again.Here again poor fellow Mr. Pierre Dickson (pictured above) has been fired again this time from a contractor position affiliated with National Aeronautics and Space Administration (NASA). We received reports that he was attempting to harass the moon on his way to mars.  Anyway, on a more serious note, it is hard for an old dog to learn new tricks.  Mr. Dickson has made an incomprehensible amount of mistakes over the past few years and does not do justice to how much hurt he has put his family through. He abandoned his family from their LaPlata home and they got uprooted  after he failed to pay the mortgage. It’s a shame the fellow continues to see his old flame Ms. Shanita Anderson clandestinely. In his answer to the complaint, Mr. Dickson acknowledges almost all the allegations his wife makes. However, he is also seeking divorce on grounds of voluntary separation. The man has no loyalty to anybody including his wife who beared him two kids.

As we have said before, Mr. Pierre Dickson is a one trick pony with a signature theme song of incompetency and harassment. What is the next port of call? Night club bouncer? Since he loves women so much. Maybe a security guard at a Go-go club? We think not. Too many women involved again. This begs the question how did this man land a job in Prince George’s County public schools ( PGCPS) with influence over our children and the staff? Whoever hired this man in PGCPS Human Resources should be fired immediately, unless he or she is already fired. In that case, then it will be good riddance to bad trash. In the future for the sake of our kids, we need to ensure those who hire bad apples to be in contact with our children and the staff are held accountable.

There will come a time in every man’s life when things don’t go his way. This is the reality of life, and we are here to tell that it’s both juvenile and stupid to think that you will always be right or that you will always find yourself on the winning end. You won’t, so deal with it Mr. Dickson. Occasionally the only choice you have is to be a man and face the music, much like Dr. William R. Hite Jr is dealing with it. Nothing yanks our chains more than some punk who can’t accept the fact that he’s not infallible. A real man is one who can face up to his mistakes and learn something from them so that he never repeats them. So, unless you are the pope, Mr. Dickson listen up, because this is important. A faithful reader recently asked an age-old question: When is it OK to admit you’re wrong? Although this question has puzzled men for centuries, the answer is quite simple: when you’re wrong.  We know many of yous are probably thinking, “Isn’t admitting defeat a bit like quitting?” The answer to this question is no. In fact, it couldn’t be further from quitting. Allow me to elaborate. We belive we can learn as much from ‘fallen’ leaders and their failures as we can from those who have not made them. Samson is a good example in Scripture. Samson was a ruler of Israel for 20 years. He had everything going for him – supernatural strength, good looks, and a divine anointing to lead God’s people. And yet, in spite of all that, he blew it. He wasted his life and brought all kinds of troubles on himself. He became his own worst enemy.
Samson’s life is told in the book of Judges. Chapters 14-16 tell of his supernatural conception, his Nazirite consecration, his exploits as a Judge of Israel and his fall from grace. Even though he lived so long ago, his story typifies three of the most common ways we bring trouble on ourselves. If we identify these traps, with God’s help, we can not only make sense of the mess Mr. Dickson and others in PGCPS may be in right now, but we can also find a way out. “Samson went down to Timnah and saw there a young Philistine woman… (Judges 14:1) “One day Samson went to Gaza, where he saw a prostitute.” (Judges 16:1)

Samson had two big weaknesses in his life. He never learned to control either of them. What were they? Samson lacked self-control over his temper and his lust. All his life they plagued him and eventually led to his downfall. There is no difference in what Mr. Pierre Dickson, Dr. Hite etc. did to others in PGCPS in relation to Samson.

Samson had a weakness of uncontrolled physical desire. Though physically strong, he was morally weak. For him it was really kind of game: “How close to the fire can I get and not get burned? How close to the edge of the cliff can I get and not fall off?” Samson deliberately ignored God’s moral principles, particularly in the area of physical desires. Having taken a vow to avoid drinking wine, he should never have been hanging around a place like Timnah, renowned for its vineyards (Judges 14:5). Had he avoided the place he would never have been attracted to marry someone who was his enemy. The first step toward sin is being in the wrong place. We must be careful where we go.

PGCPS Board of Education, please take note we are watching who you chose to replace this pathetic excuse of candidates. We demand and deserve better this time. There ought to be a proper nationwide search of credible candidates, without cutting corners. Better rules needs to be established to create checks and balances within the county’s system. There must be accountability and transparency involving the county superintendent in the future regime.  We have had enough. Enough is enough.

La Plata Maryland: Mr. Pierre Dickson, the former IT Director (pictured below), who conducted a reign of terror during his tenure as the Telecommunication Director in Prince George’s County Public Schools (PGCPS), was given an honorable discharge after pressure from several elected officials.  He, in fact, deserves to be  criminally investigated and locked up for corruption, intimidation, abuse of power, theft by conversion, illicit office affairs, bribery, interference with legal proceedings, tampering with witnesses, bribing attorneys, bribing law enforcement, etc. His termination was merely a cover up and a slap on the wrist by the embattled Superintendent Dr. William R. Hite Jr. This man deserves to be locked up in a federal penitentiary.

In the meantime, Mr. Dickson’s wife has filed for divorce due to abandonment and cruelty because of his malicious behavior over the years as well as other matters. (Read the entire complaint here ~> Pierre Dickson’s Divorce papers). Any abuse that endangers a person’s mind severely or body is clearly grounds for divorce. In the complaint, Mr. Dickson wife accuses him of committing adultery among other issues. (See ~> Pierre Dickson’s Divorce papers) Divorce is rampant in the United States and it is rampant in PG County – Maryland. There are some instances where people have married not once or twice, but three, four, five or six times. It does not have to be this way. The former IT Director, who was known in PGCPS as a bully and having a strong appetite for other people’s wives, will not be missed. He will be remembered for his illicit affairs during business hours.

Mr. Dickson also known for physical brutality and abuse of power in the office was involved in adulterous relationship among them with Ms. Shanita Anderson. Many staff members who knew of his conduct are not surprised by the turn of events. “I hate men who use their influence and jump from woman to woman without a condom,” said one concerned employee recently. “There are a lot of cases involving senior administrators behaving badly in PGCPS and they are being covered up, as usual,” she continued. “Just look at what is happening at Laurel and Largo High Schools. No wonder PGCPS continues to be the second worst performing district in the whole state of Maryland,” said another anonymous employee.

After Mr. Pierre Dickson was fired from PGCPS, he continues to work closely with the top PGCPS management clandestinely. If you visit their website, PGCPS has added an anti-bullying banner in an effort to show that they are addressing interior issues similar to the ones Mr. Dickson practiced. In fact, it is a cover-up mission and no corrective action has been taken. PGCPS management had investigations blocked and they ruined careers of staff members who tried to bring the truth to light. PGCPS has a reputation in organized crime circles as a haven for those mixed up in shady dealings. The operatives who master minded the paperwork and the illegal deals during former County Superintendent Dr. Andre Hornsby’s saga involving public corruption are still running the show. To enhance their corrupt illegal activities, PGCPS legal department awarded a $5 million legal tender to Thatcher law Firm to represent PGCPS, Mr. Pierre Dickson, Mr. Roger Thomas and Dr. William R. Hite Jr without competitive bind against the rules of Board of Education in 2011 (Read the story here). The said law firm (Thatcher law Firm) is being used to conduct illegal activities in support of corrupt agendas, which includes bribing attorneys and defending illegal activities against staff with legitimate cases.  Furthermore, Dr William R. Hite Jr has been the disgraced Jack Johnson’s side kick before and after he became the County superintendent of schools. We have the evidence and the PG County needs new officials with no hands tied to corruption. Tax payer’s money is being used by the PGCPS legal department and Dr. William R. Hite Jr to undermine transparency and accountability.

Our theory here is that there is a criminal element embedded within PGCPS. It’s this element that appears to be working in cahoots with Mr. Pierre Dickson to maintain the status quo. They seem to be involved in grand corruption and other issues of public concern. This begs the questions – why would this criminal element sponsor what appears to be illicit activities and high corruption? How much is Dr. William Hite’s involvement in all this? What role is the county executive playing? What happened to the Inspector General promised by Mr. Rushen Baker during the campaign?

Criminality within a state agency like PGCPS thrives in a republic of fear. A panicked public is unable to hold the state agency accountable. Public fear saps the energy of the citizenry and allows malignant and dark forces to loot the treasury and carry out all manner of illegalities. Corruption is a big problem, but a fixable one. Bad laws = corruption. Good laws = no corruption. The PG County citizenry must say “No” to this unethical practice and demand a regime change. Enough is enough.
